Meaning of The Buck Stops at My Desk

Many of you must have heard/read about our Union Home Minister Chidambaram's latest statement on Dantewada massacre. He said "Buck Stops at my Desk" and offered resignation to Prime Minister. Prior to this incident he was into verbal war with West Bengal Chief Minister when he said "Buck stops at your desk". For those of you who don't know its origin and meaning, it is an idiom from America.

Passing the buck was widely used and became an idiom which signifies denying the responsibility of a situation and passing the blame to someone else.
